Message From Club Chairman
On behalf of the Executive Committee you will find posted with this letter Notification of a Special General Meeting.
The Committee have asked that I provide you with some details as to why we feel the need to hold a Special Meeting.
In October 2012 England Athletics notified all clubs of changes to the Affiliation and Membership scheme. Prior to this date the fee to register an athlete with England Athletics was £5 per annum due on the 1st April or on registration thereafter. The club paid this as part of your annual membership fees.
The new fees are split into several categories which take effect from the 1st April 2012.
Sale Harriers Manchester together with several other leading clubs is challenging England Athletics on these changes and increases.
Notwithstanding that we need to ensure that the club is financially protected should these changes come about in April 2013.
The club sets its annual membership fees in March at the Annual General Meeting for the ensuing year. That has in custom and practise been the 1st January of the following year. If that was allowed to continue the club would face ten months of increased fees with no recourse to collect the fees via membership if that was decided as appropriate.
In order for the club to be protected should any changes occur and to allow free discussion at the AGM it is recommended that we change the date of membership from the 1st January to the 1st April each year. At the same time any financial recommendations from the AGM should take immediate effect rather than wait 10 months.
These changes should be seen as independent of the further discussion that will take place around how the club will deal with these increases should England Athletics continue with them and will form the basis of an AGM agenda item.

NOTICE OF SPECIAL GENERAL MEETING

This meeting is constituted following a resolution of the Executive Committee on the 25th October 2012.
1). Amend the first two sentences of section 3b club constitution to read
"Payment of subscriptions is due on joining the club and on the 1st April of each subsequent year. Levels of subscriptions shall be determined at the Annual General Meeting and will take immediate effect from the following annual renewal date.*
* for the avoidance of doubt an increase/decrease in fees determined at the AGM in March shall take effect from the April of the same year.
NB No other business can be transacted at a Special General Meeting other than that shown above.
